Sailing Instructions

1.0 Rules

1.1 The regatta will be governed by

(a) The Racing Rules of Sailing as revised up to the time of the event, except as changed by these Sailing Instructions;

(b) the prescriptions of Yachting New Zealand (YNZ);

  1. the rules of the Sunburst Association;

(d) the Notice of Race, except as changed by these Sailing Instructions;

(e) these Sailing Instructions, including changes made in compliance with instructions 2 and 3;

(f) The YNZ Safety Regulations Part 1.

1.2 Spare.

1.3 Special Rules

(a) A boat shall not discharge trash in the water. Trash may be deposited on support and race boats.

2.0 Notice to Competitors

Notices to competitors will be posted on the official notice board located at the clubhouse.

3.0 Changes in Sailing Instructions

Any change to the Sailing Instructions will be posted not less than 90 minutes before the start of racing for the day, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect.

4.0 Signals Made Ashore

    1. Signals made ashore will be displayed on the flagstaffs at the entrance to the Worser Bay Boating Club.

 

 

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 20 minutes’ in Race Signals, AP.

6.0 Schedule of Races

6.1 Racing is scheduled as follows:

Warning signal for first race 1255 hours

Saturday April 14 Warning signal for first race 0955 hours

Sunday April 15 Warning signal for first race 0955 hours

Monday April 16 (reserve day - to be utilised only if fewer than 5 races have been sailed beforehand)

Warning signal for 1st race 0925 hours

    1. The numbers of races scheduled are seven. Up to four races may be sailed each day.

6.3 On the last day of the regatta there will be no warning signal made after 1155hours.

7.0 Class Flags

The Sunburst Class Flag is a black emblem on a white rectangle

8.0 Racing Areas

The race area will be in the vicinity of Worser Bay, Wellington Harbour.

9.0 The Courses

The diagrams in Attachment "A" show the courses, including the course signals, the order in which marks are to be passed, and the side on which each mark is to be left.

10.0 Marks

10.1 Marks 1, 2, 3 will be orange cylindrical buoys.

10.2 New marks, as provided in instruction 12, will be orange cylindrical buoys with a horizontal black band.

10.3 The starting and finishing marks will be red spherical buoys.

10.4 A race committee boat signalling a change in course is a mark as provided in instruction 12.3.

 

 

11.0 The Start

11.1 Races will be started by using the following signals. Times will be taken from the visual signals; the absence of a sound signal shall be disregarded.

11.2 After a general recall, the warning signal for a restart will be made one minute after the First Substitute is lowered. This changes rule 29.3 and Race Signals, First Substitute.

11.3 The starting line will be between an orange staff on a race committee boat at the starboard end and the port-end starting mark.

11.4 A boat starting later than four minutes after her starting signal will be scored Did Not Start. This changes rule A2.2

12.0 Change of the Position of the Next Mark

12.1 To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

12.2 Rule 33 is changed so that, instead of displaying a compass bearing, the race committee will display a green flag if the direction is changed to starboard or a red flag if the direction is changed to port.

12.3 Boats shall pass between the race committee boat signalling the change of course and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.

13.0 The Finish

The finishing line will be between an orange staff on a race committee boat at the starboard end and the port-end finishing mark.

14.0 Penalty System

14.1 Spare

14.2 A boat that has taken a penalty or retired under rule 31.2, or under rule 44.1 for breaking a rule of Part 2, shall complete an acknowledgement form at the race office before the protest time limit.

15.0 Time Limits and Target Times

15.1 The time limits and target times in minutes for the first boat are as follows:

If no boat has passed Mark 1 within the Mark 1 time limit, the race will be abandoned. Failure to meet the target time will not be grounds for redress; this changes rule 62.1(a).

15.2 Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A2.2.

16.0 Protests and Requests for Redress

16.1 Protest forms are available at the race office. Protests and requests for redress shall be delivered there before the protest time limit.

16.2 The protest time limit is 60 minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the race committee or protest committee and to requests for redress (changes of rules 61.3 and 62.2). Protest time limits will be posted.

16.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at Evans Bay Yacht & Motor Boat Club, 501 Evans Bay Parade, Wellington.

16.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).

16.5 For the purpose of rule 64.3(b) the authority is the measurer appointed by the organising authority.

16.6 Breaches of instructions 1.3, 11.4, 14.2, 18, 19.2, 22, and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches will be at the discretion of the protest committee.

16.7 On the last day of the regatta a request for reopening a hearing shall be delivered:

(a) within the protest time limit when the party requesting reopening was informed of the decision on the previous day;

(b) no later than 30 minutes after the party reopening was informed of the decision on that day.

This changes rule 66.

17.0 Scoring

17.1 The Bonus Point scoring system of rule A, as changed below, will apply. Five races are required to be completed to constitute a series.

17.2 The second sentence of rule A2.3 is replaced with:

"When a tie still remains, it shall be broken in favour of the boat that obtained her best score, or one of equal best scores, nearest the end of the series."

17.3 Rule A1.7 is deleted. The beginning of rule A2.2 is changed to read:

"Each boat starting and finishing in a race, and not thereafter retiring or being disqualified or excluded, shall be scored points as follows:"

The score for being excluded will be Disqualified or Disqualification Not Discardable at the discretion of the jury; this changes rule A1.3.

17.4 A redress score consisting of a boat’s average points in the series will be based on her points in all the races in the series except the race in question.

17.5 The scoring abbreviation for a discretionary penalty given under instruction 16.6 will be DPG.

18.0 Safety Regulations

    1. Spare

18.2 A boat that retires from a race shall notify the race office as soon as possible.

19.0 Replacement of Crew or Equipment

19.1 No substitute competitors will be allowed without prior written approval of the race committee.

19.2 Requests for substitution of damaged or lost equipment shall be made to the race committee at the first reasonable opportunity.

20.0 Equipment and Measurement Checks

Any boat or equipment may be checked for compliance with the class rules and Sailing Instructions at any time. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for measurement checks.

22.0 Support Boats

Team leaders, coaches and other support personnel shall not be in the area where boats are racing from the time of the preparatory signal for the first start until all boats have finished or the race committee signals a postponement, general recall or abandonment.

23.0 Haul Out Restrictions

Unless otherwise directed by the Organising Authority, all competing boats and equipment shall be launched and retrieved at Worser Bay beach.

24.0 Spare

25.0 Radio Communication

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction includes cellular telephones.

26.0 Prizes

Prizes will be given as follows

Line Honours: Wilson & Horton Cup

National Youth Champions: Colin & Peter Kettlewell Cup

(Skipper and crew under 19 years of age at time of registration)

National Secondary School Champions: NZ Sunburst Assn Trophy

(Skipper and crew both pupils of same secondary school at time of registration)

1st on Handicap: Wakatere Trophy

27.0 Disclaimer

Competitors participate in the regatta entirely at their own risk. Attention is drawn to rule 4, Decision to Race. The organising authority will not accept any liability for personal or material damage, injury or death sustained in conjunction with or prior to, during or after the regatta.
